It has come to our knowledge that formation

of a "branch of the Chinese Seamen's Union" in London
under the direct sponsorship of the Chinese Consul-General
has been, or will be, undertaken.
If you should consider our apprehension well-
founded that encouragement of Chinese Seamen's Union
activities in London may have undersirable repercussions
out here, we venture to request that the Home Authorities
may be warned of Government's experience of such bodies.
